Canada September 2027 intake for Pakistani students: timeline

For the Canada September 2027 intake, large universities such as the University of Toronto and UBC close international undergraduate applications on 15 January 2027, and Ontario's government advises applying to colleges before 1 February 2027. After admission, most students need a provincial attestation letter (PAL) before applying for a study permit. IRCC currently estimates 7 weeks for study permits from Pakistan.

What are the Canada September 2027 application deadlines?

Each institution sets its own dates. These examples are each as listed on the institution's own page on 14 October 2026.

Some practical points:

• Earlier is better. U of T says a complete application submitted early is considered earlier. After the final deadline, programmes that are not full may consider applicants on a rolling basis.
• Scholarship dates come first. UBC's International Scholars Program closes two months before its general deadline.
• Colleges fill. Some colleges admit international students as applications arrive, so popular diplomas can close well before September.

How do college deadlines work for international students?

Ontario's government page for international students says that, in general, you should apply before 1 February to start in September, because admission can take up to nine months. Each college then sets its own process for international applicants, and some admit on a rolling basis until programmes are full.

Two points matter for a Pakistani applicant choosing a college:

• A PAL is still needed. College diplomas, certificates and postgraduate certificates all need one, because only degree granting master's and doctoral programmes at public institutions are exempt. In Ontario, the government says you get it through the institution where you accepted your offer.
• Check work rights before you choose. Not every programme leads to a post graduation work permit. Ask the college, and check IRCC's rules for your field.

Many colleges also run January intakes. Seneca Polytechnic, for example, currently invites applications for January and May starts as well as September.

Do you need a PAL for September 2027, and what is the 2027 cap?

A provincial or territorial attestation letter shows that your place counts within your province's share of Canada's study permit cap. Your school arranges it, usually after you accept your offer and pay a deposit.

Who needs one. On IRCC's current list, you need a PAL for a bachelor's degree, a college diploma or certificate, a postgraduate certificate, or a master's at a private institution. You do not need one for a degree granting master's or doctoral programme at a public DLI, for applications from 1 January 2026.

Validity. Your PAL must be valid on the day you apply for the study permit, though it does not need to be valid when classes start. A PAL from the 2026 cap year is valid until 31 December 2026. You cannot reuse a PAL after an approval or a refusal.

The 2027 cap. As of 14 October 2026, IRCC has not published 2027 provincial allocations. What we know:

• for 2026, IRCC expects to issue up to 408,000 study permits, including 155,000 for newly arriving students;
• the 2026 to 2028 Immigration Levels Plan sets a notional target of 150,000 new student arrivals in 2027, which may be adjusted;
• IRCC announced the 2026 allocations on 25 November 2025.

If you apply for your permit in 2027, as most September 2027 students will, you will need a PAL under a cap that has not yet been divided between provinces. Ask your school when and how it will issue PALs for September 2027.

How long does a Canada study permit take from Pakistan?

On 14 October 2026, IRCC's processing times tool showed 7 weeks for study permit applications from Pakistan, using data updated on 7 October 2026. IRCC updates it weekly and calls it an estimate. The clock starts only when your complete application is received.

The steps after your PAL arrives:

1. Apply online through your IRCC secure account, paying CAD 150 for the permit and CAD 85 for biometrics.
2. Give biometrics within 30 days of your instruction letter. IRCC lists visa application centres in Islamabad, Karachi and Lahore, by appointment.
3. Do a medical exam with an IRCC panel physician if required. IRCC lists Pakistan as a country where one is needed for stays over 6 months.
4. Wait for a decision. If approved, you send your passport and receive a port of entry letter. The border officer issues the permit when you land.

Month by month timeline: October 2026 to September 2027

The Islamabad visa office also asks you to explain any study gap and any large recent deposit, so prepare those letters while you wait for offers.

What about the January 2028 intake?

January is a real alternative, mainly at colleges and some universities. It gives you more time for English tests, funds and documents, and you would apply during 2027.

Before choosing it, consider:

• Fewer programmes. Many university programmes start only in September.
• The cap is unknown. Your PAL must be valid when you apply, and the 2027 allocations have not been published.
• Same processing steps. Biometrics, a medical exam if required and a 12 month bank history still apply.

As of 14 October 2026, Seneca's international page listed intakes only up to May 2027, so January 2028 applications had not opened there yet.

What if you are starting late?

If you begin in early 2027, September 2027 can still work:

• Look for rolling admissions. U of T says programmes that are not full may consider applicants after the deadline, and some colleges admit until places run out.
• Consider a public master's. Degree granting master's programmes at public DLIs need no PAL, which removes one step.
• Start the money trail now. The Islamabad office wants 12 months of statements, which you cannot create at the last minute.
• Do not count on speed. Nobody can shorten IRCC processing. A complete application is the only thing that helps.
