Study in the UK without IELTS: options for Pakistani students

When UK universities can waive IELTS for Pakistani students in 2026: the B2 rule, MOI letters, Intermediate English grades, SELTs and interview risks.

Yes, Pakistani students can study in the UK without IELTS, mainly on degree level courses. As of October 2026, a university with a track record of compliance can assess your English itself, at CEFR level B2, using evidence such as an English medium of instruction (MOI) letter or Intermediate English marks. Below degree level you need an approved Secure English Language Test (SELT). Pakistan is not an exempt country.

Can Pakistani students get a UK student visa without IELTS?

Yes, in some situations. The visa rule is about your English level, not about IELTS. Under Appendix English Language of the Immigration Rules, you can meet the requirement in one of these ways:

  1. A university assessment. At degree level, a university with a track record of compliance can assess you itself and record the method on your Confirmation of Acceptance for Studies (CAS).
  2. A degree taught in English. A bachelor's degree or higher taught in English counts. If it was not awarded by a UK institution, you need an Ecctis assessment confirming the level and the language. Ecctis runs this as the Qualification and Language Service on behalf of the Home Office.
  3. A UK degree. A degree taught in English and awarded by a UK institution counts, even if you studied outside the UK. Some Pakistani students hold University of London degrees studied at local colleges.
  4. A previous visa. If you proved English at the required level in an earlier successful UK visa application, you do not need to prove it again.
  5. A SELT. A Secure English Language Test from an approved provider, taken in the 2 years before you apply.

Two routes do not help most Pakistani students. Nationals of majority English speaking countries such as the USA, Canada and Australia are exempt, but Pakistan is not on that list. GCSE or A level English also counts only if you studied at a school in the UK, so Cambridge O and A levels taken in Pakistan do not meet the visa rule directly. A university may still accept them in its own assessment.

When do you need a SELT for a UK student visa?

You need a SELT, at level B1 in reading, writing, speaking and listening, if your course is below degree level. The Home Office Student sponsor guidance says this applies whether or not the university has a track record of compliance, and it covers:

  • foundation years and foundation degrees;
  • pre-sessional English courses below degree level, taken before your degree;
  • other courses at RQF levels 2 to 5.

You also need a SELT if your university is not a higher education provider with a track record of compliance. If one CAS covers both that English course and your degree, you need a B1 SELT, and the university must confirm you will reach B2 by the end of the English course.

"Without IELTS" does not always mean without a test. As of 12 October 2026, the approved SELTs you can take outside the UK are IELTS for UKVI, PTE Academic UKVI, LANGUAGECERT Academic SELT or General SELT, and Skills for English UKVI from PSI. Our English test preparation classes cover the main options.

How can a UK university waive IELTS at degree level?

For a bachelor's, master's or PhD, the rule is set out at paragraph EL 8.1 of Appendix English Language. Your university can assess your English itself if:

  • the course is at degree level or above;
  • the university is a higher education provider with a track record of compliance;
  • it confirms on your CAS that you are at B2 in all four skills, and states how it assessed you.

The Home Office lets these universities choose their own method. Common methods are an MOI letter, school English marks, an interview, or a test the university accepts that is not a SELT. Aberdeen, for example, lists the Duolingo English Test among its accepted tests for postgraduate entry.

Keep the documents your university used. The visa caseworker reads your CAS, can ask for evidence, and can verify documents with your university in Pakistan.

Which UK universities accept an MOI letter from Pakistan?

Policies vary widely, and several universities have tightened their rules for Pakistan. These six were checked on each university's own page on 14 October 2026:

UniversityLevelWhat its page says for Pakistan
University of AberdeenUndergraduate and postgraduateAccepts Intermediate or HSC English at 75% (or 150 out of 200), with the certificate no older than 10 years. MOI letters accepted only from COMSATS Islamabad, IBA Karachi, LUMS and NUST, and only for applications made through an official Aberdeen agent
University of StirlingPostgraduateHSC with 60% or more in English, plus a bachelor's taught and examined in English within the last 5 years, usually shown by an MOI letter from a listed university such as NUST, COMSATS or the University of the Punjab. Undergraduates need an accepted English qualification
Royal Holloway, University of LondonPostgraduateAccepts a bachelor's or master's from listed Pakistani universities, including the University of the Punjab, NUST, Quaid-i-Azam University, IBA Karachi and LUMS, as proof of English. MOI acceptance is valid for 3 years after the degree ends
Nottingham Trent UniversityPostgraduateA full 4 year bachelor's with an MOI letter from a listed institution, such as LUMS, NUST, FAST NUCES or COMSATS, may be considered case by case. Otherwise IELTS or another accepted qualification
University of SheffieldAll levelsAll applicants need an internationally recognised English qualification such as IELTS or equivalent
University of SuffolkAll levelsAll applicants from or educated in Pakistan must provide an approved English test result. MOI letters and test waivers are not accepted

Three patterns stand out. Waivers usually depend on which Pakistani university you attended. They often have a time limit, from 3 to 10 years. And the length of your degree can matter: NTU, for example, asks for a full 4 year bachelor's. Always confirm on the course page, since a specific programme can ask for more.

What should your MOI letter say?

Aberdeen asks for an official letter confirming your degree was taught, assessed and examined fully in English. Stirling asks for a degree both taught and examined in English. Royal Holloway asks for your final certificate and transcripts, or an explicit MOI declaration. A strong letter:

  • is on your university's official letterhead, from the registrar or controller of examinations;
  • names you, your degree, and your start and completion dates;
  • states that the whole programme was taught and examined in English;
  • matches your transcript and degree exactly.

Never use an altered or purchased letter. Universities and caseworkers verify documents, and fraud is grounds for refusal.

Can UKVI refuse you if your English is weak at interview?

Yes. A waiver gets you a CAS, but it does not protect you from a visa interview.

The credibility interview. UKVI uses interviews to decide if you are a genuine student. The Student caseworker guidance, updated on 3 August 2026, says English ability can be a relevant factor in assessing credibility, as long as the caseworker justifies it in the refusal letter. Interviews can be by telephone, and missing one without a good reason can lead to refusal.

The interpreter rule. The Student sponsor guidance used from 8 October 2026 is direct. If UKVI interviews a student who was assigned a CAS, and the student cannot show English at the required standard without an interpreter, UKVI will refuse the application or refuse entry to the UK. This can happen during your application or on arrival at a UK airport.

Your university may also interview you before issuing a CAS, since the sponsor guidance suggests interviews as one way to check English. If your speaking is weak, a waiver can make your case riskier, not easier. Our guide to UK student visa refusal reasons for Pakistani students explains how credibility refusals work.

Should you take an English test anyway?

A test is the safer choice if:

  • your course is below degree level, where a SELT is compulsory;
  • your Pakistani university is not on your chosen university's list;
  • your degree is older than the university's time limit;
  • you want more universities to choose from;
  • you are not yet confident speaking English under pressure.

Frequently asked questions

Can I get a UK student visa without IELTS from Pakistan?

Yes, for a degree level course at a university with a track record of compliance that assesses your English itself at B2 and states this on your CAS. A degree taught in English with Ecctis confirmation also works. For foundation and other courses below degree level, you need an approved SELT, though it can be PTE Academic UKVI, LANGUAGECERT or Skills for English instead of IELTS.

Which UK universities accept MOI from Pakistan?

As of 14 October 2026, Aberdeen, Stirling, Royal Holloway and Nottingham Trent all describe MOI or degree based routes for Pakistani applicants, each limited to named Pakistani universities and recent degrees. Sheffield and the University of Suffolk require an English test from Pakistani applicants. Policies change often, so check the university's Pakistan page before you apply.

Is an MOI letter enough for a UK student visa?

Only if your university accepts it and records its assessment on your CAS. The visa caseworker then relies on the CAS, but can still ask for the documents and verify them. If UKVI interviews you and you cannot show B2 English without an interpreter, your application can be refused even with a valid CAS.

Do I need IELTS for a foundation year in the UK?

You need a Secure English Language Test at level B1 or above, because foundation courses are below degree level. Universities cannot waive this for the visa, even if they assess degree applicants themselves. IELTS for UKVI is one option, and PTE Academic UKVI, LANGUAGECERT SELT and Skills for English UKVI are others.

Can I use Intermediate English marks instead of IELTS for the UK?

Some universities accept them. Aberdeen accepts Intermediate or HSC English at 75% or 150 out of 200, within 10 years, and Stirling uses 60% in English as part of its postgraduate route. These count only as the university's own assessment at degree level, recorded on your CAS. Most universities still ask for a test.
