Canada study visa refusal reasons from Pakistan: what to do next

What each line of a Canada study permit refusal letter means, how to get your GCMS notes, and what to change before you reapply from Pakistan.

When a Canada study visa is refused from Pakistan, the letter usually says the officer is not satisfied you will leave Canada at the end of your stay, under paragraph 216(1)(b) of the Immigration and Refugee Protection Regulations. It then names the factors, such as your finances, your family ties or the purpose of your visit. Since 29 July 2025, most refusal letters also include the officer's decision notes. Here is what each reason means and what to change, as of October 2026.

Why are Canada study visa applications refused?

IRCC lists five common reasons. The officer may refuse if you did not:

  1. have a valid letter of acceptance;
  2. show you have enough money to support yourself while studying;
  3. pass your medical exam, if you needed one;
  4. convince the officer that your main purpose in Canada is to study;
  5. convince the officer that you will leave Canada at the end of your study period.

Behind these sit the regulations. Paragraph 216(1)(b) requires that you will leave Canada by the end of your authorized stay. Paragraph 216(1)(e) requires acceptance at a designated learning institution and, for a post secondary school, confirmation of your letter of acceptance to IRCC. Section 220 requires enough money, without working in Canada, for tuition, living costs for you and any family coming with you, and travel both ways. For applications made on or after 1 September 2026, IRCC sets living costs for one student outside Quebec at CAD 23,448 a year, on top of tuition and travel.

What does my Canada study visa refusal letter mean?

Refusal letters use short stock lines. In a 2024 Federal Court case (2024 FC 848), the letter said the officer was not satisfied the applicant would leave Canada at the end of the stay, based on these factors:

  • "Your assets and financial situation are insufficient to support the stated purpose of travel for yourself (and any accompanying family member(s), if applicable)."
  • "You do not have significant family ties outside Canada."
  • "The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application."

Older letters used shorter boxes, such as your family ties in Canada and in your country of residence, and the purpose of your visit. Either way, the letter only names the category. The officer's notes explain the actual concern, so read them before you change anything.

What does each refusal ground mean, and what should you change?

Refusal groundWhat it usually meansWhat to change before reapplying
Assets and financial situation insufficientFunds below tuition plus CAD 23,448 plus travel, large deposits with no explanation, or a sponsor whose income does not match the balanceShow 12 months of statements, explain every large deposit, and add proof of the sponsor's income: salary slips, FBR returns, business or rental records
No significant family ties outside CanadaYou are single with no dependants, your spouse or children would come with you, or close relatives live in CanadaDocument family in Pakistan, a job to return to with an employer letter, and any responsibilities there; if family would travel with you, explain why you will still return
Purpose of visit not consistent with a temporary stayThe course does not fit your past studies or work, sits below a degree you already hold, or the study plan is vagueRewrite the study plan to link your education, this programme and a realistic career in Pakistan, or choose a better fitting programme
Travel historyOfficers may treat past immigration encounters as a sign of future complianceInclude old passports and evidence of returning on time from earlier trips; never hide a past refusal
Letter of acceptance or PAL problemsThe school did not confirm your letter, or the PAL was missing or invalidGet a new PAL if your programme needs one, and confirm the school has verified your acceptance
MisrepresentationA false document or an undisclosed material factNot fixable by reapplying; it makes you inadmissible to Canada for five years

A first passport is common for students. Travel history is not one of the legal requirements in paragraph 216(1), but the Federal Court has noted that previous immigration encounters are good indicators of future compliance.

How do I get my GCMS notes after a refusal?

GCMS is IRCC's case management system, where officers record their reasoning. Since 29 July 2025, most study permit refusal letters come with the officer's decision notes, though parts may be removed for security or privacy reasons. That is often enough to understand the decision.

If you want your full file, make a request under the Privacy Act:

  • Who can ask: IRCC says citizens, permanent residents and foreign nationals, wherever they are located, have the right to access their own personal information.
  • Cost: there is no fee for a Privacy Act request.
  • How: apply online through the Government of Canada's ATIP online request service, or by mail.
  • Timing: IRCC has 30 days to respond, and can extend this by up to 30 more days.
  • Someone else asking for you: they need your signed consent on form IMM 5744.

Older guides say a person in Canada must request your notes for CAD 5. That applies to the Access to Information Act, which is limited to citizens, permanent residents and people in Canada. For your own file, the Privacy Act route is open to you directly, at no cost.

Should I reapply or apply for judicial review?

There is no formal appeal for temporary residence decisions. You have two routes.

Reapply. IRCC advises reapplying only if your situation has changed significantly or you have new information that addresses the refusal. If your programme needs a PAL, you will need a new one, because a PAL cannot be reused after a refusal. You also pay the CAD 150 study permit fee again. Declare the earlier refusal.

Judicial review. If you believe the decision was unreasonable or unfair, you can ask the Federal Court of Canada for leave and judicial review. For a decision made outside Canada, the application must be filed within 60 days of learning of the decision (15 days for matters arising in Canada). The Court checks whether the decision was reasonable and fair; it does not weigh your evidence afresh. You need a Canadian lawyer for this.

For most Pakistani students, a stronger new application is the practical choice, but it depends on the facts.

What should you change before reapplying from Pakistan?

  1. Read the notes line by line. List every concern the officer raised.
  2. Fix the money story. The Islamabad visa office checklist asks for 12 months of bank statements, an explanation of any recent large deposit, and documents showing a reliable source of funds, such as a notarized letter of undertaking from your parent or sponsor.
  3. Rewrite the study plan. Explain why this programme, why Canada, and how it fits your past study and a realistic career at home.
  4. Strengthen ties. Family in Pakistan, a job to return to, property or a family business, all with documents.
  5. Explain any study gap. The Islamabad checklist asks for employment letters or explanations for gaps.
  6. Check timing. Our Canada September 2027 intake timeline shows when to apply so a new PAL and decision arrive in time.

Frequently asked questions

Can I reapply after a Canada study permit refusal?

Yes. IRCC says you can reapply, but advises doing so only when your situation has changed significantly or you have new information that answers the refusal. You need a new PAL if your programme requires one, a new fee and a file that addresses each point in the officer's notes. Applying again with the same documents usually gets the same result.

What does "purpose of visit not consistent with a temporary stay" mean?

It means the officer was not convinced that study is your real purpose, often because the programme does not fit your education or work history, repeats a level you already hold, or your study plan is vague. The officer's decision notes usually explain the concern. A clear study plan linking your past, this programme and your career helps.

How long do GCMS notes take to arrive?

IRCC has 30 days to answer a Privacy Act request and can extend this by up to 30 more days, with notice. Since 29 July 2025, most study permit refusals already come with the officer's decision notes, so check your refusal letter first. A Privacy Act request for your own file has no fee.

Is there an appeal for a refused Canada study permit?

No. IRCC says there is no formal appeal process for temporary residence decisions. You can reapply with new information, or seek leave for judicial review at the Federal Court of Canada within 60 days for a decision made outside Canada. Judicial review needs a Canadian lawyer and only tests whether the decision was reasonable and fair.

Does a Canada refusal affect my UK or Australia study visa?

It does not stop you applying elsewhere, but you must declare it. The UK and Australia both look at your immigration history, including refusals for other countries, and hiding a refusal can be treated as deception. A refusal you explain honestly, with a stronger application, is far safer than one you leave out.
