Study in the USA without IELTS from Pakistan: 2026 options

Duolingo, TOEFL, PTE, English medium waivers and conditional admission: how Pakistani students can study in the USA without IELTS in 2026.

Yes, you can study in the USA without IELTS. US visa rules do not require any particular English test. Each university decides how you prove your English: many accept the Duolingo English Test, TOEFL iBT or PTE Academic, some waive tests for degrees taught in English, and some offer conditional admission with an English programme first. The visa officer can still check your English at the interview.

Does a US student visa require IELTS?

No. The State Department's Foreign Affairs Manual, which visa officers follow, says a student must demonstrate English proficiency only if the admitting institution has made English language ability a requirement for the course. The school sets the rule, and the school decides which evidence it accepts.

Your Form I-20 records the outcome. It has an English proficiency field where the school states whether English is required for your programme and whether you have met that requirement. SEVP guidance says a school may issue an I-20 only once you meet all its admission standards, including any English requirement.

That gives you three broad routes without IELTS:

  1. take a different test the university accepts;
  2. qualify for a waiver, often based on a degree taught in English;
  3. accept conditional admission and study English first.

Which English tests do US universities accept instead of IELTS?

All five universities in the next section accept TOEFL iBT and IELTS, three accept the Duolingo English Test (DET) and three accept PTE Academic. Fees below are the official ones, checked on 14 October 2026.

TestHow you take itOfficial feeWhat to know
Duolingo English TestOnline at home, about 1 hourUS$70Results usually in about 2 days. Widely accepted, but not everywhere
TOEFL iBTRegistered through ETSUS$230 in Pakistan, before taxesNew 1 to 6 score scale since 21 January 2026
PTE AcademicBooked through PearsonCheck Pearson's site when bookingAccepted by ASU, UConn and Kansas below
IELTS AcademicBooked in PakistanSee our IELTS fee guideAccepted by all five universities below

Two practical points:

  • Duolingo is the cheapest and fastest, but some universities, especially for graduate study, do not accept it. Check the exact programme page before you book.
  • TOEFL changed its scale. From 21 January 2026, score reports show a 1 to 6 overall and section scores, plus a comparable 0 to 120 score during the transition. Universities now often list both, so read the requirement carefully.

Which US universities accept Duolingo or waive IELTS?

These examples were checked on each university's own page on 14 October 2026. Requirements change every year and can be higher for specific programmes, so always confirm on the programme page.

UniversityLevelWhat the official page says
Arizona State UniversityUndergraduateDuolingo 95 for most majors, 105 for engineering. Also TOEFL 61 (3.5 on the new scale), IELTS 6.0, PTE 53. Conditional admission for students not yet proficient in English
University of Northern IowaMaster's, Pakistan pageDuolingo 105, TOEFL 79, IELTS 6.5. Students with low or no English score may be considered for conditional admission
University of ConnecticutGraduateDuolingo 110, TOEFL 79 (4.5 new scale), IELTS 6.5, PTE 60. From Spring 2027 entry, a waiver if your whole degree was taught in English
University of KansasGraduateTOEFL, IELTS or PTE. Waiver for a bachelor's from a foreign university that teaches entirely in English. Lower scores can lead to study at its Applied English Center
Cornell UniversityGraduateNames Pakistan among countries whose English medium degrees can qualify for an exemption. Does not accept Duolingo

Cornell is a useful reminder: a university can be generous on waivers and still refuse Duolingo. Match the test to your whole shortlist, not just one school.

Can I use a medium of instruction letter instead of IELTS?

Sometimes, mainly for graduate study. A medium of instruction (MOI) letter is an official letter from your university confirming that your degree was taught in English. Policies differ:

  • UConn asks for a letter from the Registrar or Controller of Examinations stating that the medium of instruction for the entire degree was English. This applies from Spring 2027 entry.
  • Kansas treats you as fully proficient if your foreign university conducts all instruction in English, and may ask for an MOI letter if transcripts do not show it.
  • Cornell requires the medium of instruction to appear on your transcript or be easy to verify on your university's website, and you must have been physically present in that country for most of your studies.

Request the letter early from your university's examinations or registrar office, and keep it consistent with your transcripts. For undergraduate entry straight after FSc or A levels, most universities still ask for a test score.

What is conditional admission, and does it work for the F1 visa?

Conditional admission means the university accepts you academically but asks you to improve your English before you start the degree. Arizona State University, for example, offers conditional admission through its Global Launch English programme. The offer lasts up to three semesters, and you meet the English requirement by completing a Global Launch programme or by passing TOEFL, IELTS or PTE.

For the visa, two official rules matter:

  • SEVP Policy Guidance S13.2 says a school cannot issue an I-20 on the basis of conditional admission. Your I-20 has to match a programme you are fully admitted to, so ask the university which programme your I-20 will be for.
  • The Foreign Affairs Manual says that if the school knows about your English level and has arranged for you to study English before regular courses, your lack of English is not relevant to the visa decision.

If you go this way, your plan, your finances and your interview answers need to cover the English programme as well as the degree that follows it.

The real risk: your English at the visa interview

Skipping IELTS does not mean skipping English. If your I-20 says English is required and no arrangement has been made for English study, the Foreign Affairs Manual tells the officer to decide whether you have the necessary proficiency. The officer conducts the interview in English and may ask you to read aloud from an English text and explain it in your own words, or to explain conditions printed on your I-20.

If the school admitted you on a TOEFL, IELTS or other test score, the officer must not second guess that decision unless fraud is suspected. The manual also notes that many students who score well still falter in a face to face interview.

So whichever route you take, practise speaking. Our English test preparation classes cover Duolingo, TOEFL and IELTS, and our guide to F1 visa interview questions shows what officers ask. For the full document list, see USA student visa requirements for Pakistan.

Which route should a Pakistani student choose?

  • Your shortlist accepts Duolingo: take the DET. It is the cheapest official option and you can sit it at home.
  • One or more schools want TOEFL or IELTS only: take TOEFL iBT or IELTS once, and use it everywhere.
  • You have an English medium bachelor's for a master's application: ask each university about a waiver, and get your MOI letter early.
  • Your English is not ready yet: consider conditional admission with an English programme, and budget the extra time and cost.

If you want help matching your test to your university list, our USA student visa consultants can check your shortlist and prepare you for the interview.

Frequently asked questions

Is the Duolingo English Test accepted for a US student visa?

The visa itself does not ask for any English test. What matters is whether your university accepts Duolingo for admission. If it does and issues your I-20, the score has done its job. Many US universities accept it, such as Arizona State and UConn, but others, such as Cornell's graduate school, do not. Check each programme page.

Can I get an F1 visa without IELTS from Pakistan?

Yes. IELTS is not a visa requirement. You need an I-20 from a SEVP certified school, and that school decides how you prove English: another test, a waiver or an English programme. Be ready to answer interview questions in English, because the officer can check your English if your I-20 shows it is required.

Which US universities accept a medium of instruction letter from Pakistan?

Policies vary by university and level. For graduate study, UConn accepts a letter from your Registrar or Controller of Examinations from Spring 2027 entry, Kansas may accept an MOI letter where transcripts do not show English instruction, and Cornell names Pakistan among eligible countries if conditions are met. Always confirm on the programme page.

TOEFL or IELTS for the USA: which is better?

Both are widely accepted by US universities, so choose the one your whole shortlist accepts and the format you prefer. TOEFL iBT costs US$230 in Pakistan before taxes and moved to a 1 to 6 score scale in January 2026. If all your schools accept Duolingo, it is cheaper at US$70.

How much is the Duolingo English Test fee in Pakistan?

Duolingo lists the test at US$70, as of its September 2026 update. You pay online in dollars, so the rupee amount depends on your card's exchange rate on the day. Results usually arrive within about 2 days, and you take the test at home on your own computer.
