Germany is usually the cheapest country to study abroad for Pakistani students, because most public universities charge no tuition and the study visa needs €11,904 a year in a blocked account. As of October 2026, Ireland has the lowest fixed living funds requirement, €10,000 a year, but charges tuition. The USA can be affordable through community colleges and public universities. Canada and Australia ask for the most funds.

Which is the cheapest country for a study visa from Pakistan?

Compare two things: the money you must show for the study visa, which each government fixes, and the money you will actually spend, which depends on your university and city. Euro equivalents below use the European Central Bank reference rates for 13 October 2026. Rupee amounts depend on the rate on the day you pay.

CountryTuition at public universitiesLiving funds you must showVisa and health fees
GermanyNone at most state universities; €1,500 a semester in Baden-Württemberg€11,904 for one year€75 visa fee
IrelandSet by each institution€10,000 a year€60 single entry visa; €300 registration after arrival
UKSet by each university£10,539 for 9 months outside London (about €12,480); £13,761 in London (about €16,290)£558 visa; £776 health surcharge a year
CanadaSet by each institutionCAD 23,448 a year (about €14,720)CAD 150 study permit plus CAD 85 biometrics
AustraliaSet by each providerAUD 29,710 a year (about €18,530), plus AUD 2,000 travelAUD 2,500 visa charge; health cover extra
USASet by each universityThe total on your Form I-20, at least the first year$185 visa fee plus $350 SEVIS fee

On these figures, the order for living funds is Ireland, Germany, the UK outside London, Canada, London, then Australia. The USA has no fixed figure: your university sets it on your I-20.

Tuition is the other half. Only Germany's public universities are generally free. Elsewhere, these official and university figures show the range:

Why "cheapest" depends on more than tuition

A country with free tuition can still cost more than you expect, and one with high fees can work out cheaper with a scholarship. Look at four things together:

  1. Tuition. Germany's public universities stand out. Everywhere else, each university sets its own international fee.
  2. Funds you must show. This money must be in place before you apply, which is hard for families who can manage monthly costs but not a lump sum.
  3. Part time work rules. These can help with living costs once you are there, but visa rules expect your funds to be in place without them.
  4. Post study work. A longer stay after graduation does not make the degree cheaper, but many families weigh it.

So the cheapest country on paper is not always the cheapest for you. A strong student with a scholarship can pay less in the USA than in Ireland.

Can you really study in Germany for free?

Mostly, yes, for tuition. DAAD says there are generally no tuition fees for bachelor's or most master's courses at state universities, and that applies to Pakistani students. But three costs remain:

  • Semester contribution. Every student pays it, between €70 and €430 per semester, according to DAAD.
  • Baden-Württemberg. Non EU students pay €1,500 per semester at universities in this state. Some Bavarian universities, such as TUM, also charge non EU students.
  • Blocked account. You must deposit €11,904 for the first year before you apply for the visa. It is your own money for living costs, not a fee, but it must be in place up front.

For a bachelor's, note that DAAD Pakistan says an FSc alone does not give entry: you need a year of university in Pakistan or a Studienkolleg first. Our guide to studying in Germany for free covers health insurance and living costs too.

Is Ireland cheaper than the UK?

For living funds and visa fees, yes. Ireland asks for €10,000 a year against about €12,480 for 9 months outside London in the UK. Ireland's single entry visa is €60 against £558, and Ireland has no health surcharge, though you need private medical insurance.

Tuition is a different story, because both countries let each university set its own fees. As the table above shows, a lower cost UK university can charge less than many Irish programmes, so compare the actual courses on your list.

Course length matters too: a one year master's means one year of living costs, not two. And the UK Graduate visa drops from 2 years to 18 months for applications from 1 January 2027, while Ireland gives master's graduates 12 months, renewable for another 12.

How can you study in the USA on a low budget?

Three routes can bring the cost down:

  • Community colleges. Two years at a community college, then transfer to a university for the last two years of a bachelor's. EducationUSA calls this the 2+2 model. Green River College in Washington estimates $12,330 in tuition and $23,475 in total for a 9 month year from fall 2026, and Lane Community College in Oregon charges international students $3,750 a term for 12 to 18 credits in 2026/27. Both issue I-20s. Credits do not always transfer, so choose your transfer university early.
  • Public universities. These usually cost less than private ones: College Board's 2025/26 averages are $31,880 for out of state students at public universities and $45,000 at private nonprofit universities. The University of South Alabama, for example, puts its 2026/27 I-20 estimate at $34,255 a year for undergraduates and $26,759 for graduate students, including living costs and insurance.
  • Scholarships and assistantships. A merit scholarship, or a funded assistantship for a master's or PhD, can change the numbers completely. See our guide to fully funded scholarships for Pakistani students.

Whatever the route, you must show readily available funds for the full first year shown on your I-20. Our guide to the cost of studying in the USA from Pakistan explains the I-20 figures line by line.

Why does a Canada or Australia study visa cost more?

Both set high living funds requirements on top of tuition.

  • Canada. For applications from 1 September 2026, you must show CAD 23,448 for one year of living costs, plus your tuition and travel. The study permit fee is CAD 150 and biometrics cost CAD 85. Personalised Canadian immigration advice is given through Via Nova's licensed RCIC partner, a regulated Canadian immigration consultant.
  • Australia. You must show AUD 29,710 for living costs, your first 12 months of tuition and AUD 2,000 for travel from Pakistan. The visa charge rose to AUD 2,500 for applications from 1 July 2026, and Overseas Student Health Cover is extra.

Tuition adds to this. Statistics Canada's preliminary 2026/27 provincial averages for international undergraduates range from CAD 18,911 in Newfoundland and Labrador to CAD 50,088 in Ontario, so the province you choose matters.

Can part time work cover your costs?

Work can help once you arrive, but it cannot replace the funds you must show, and no job is guaranteed. These are the official limits, as of October 2026:

CountryWork allowed while studying
Germany140 full days or 280 half days a year
Ireland20 hours a week in term, 40 hours a week in the holiday periods
UK20 hours a week in term at degree level, full time in vacations
Canada24 hours a week off campus in regular sessions, unlimited hours in scheduled breaks
Australia48 hours a fortnight while your course is in session
USAOn campus, up to 20 hours a week while school is in session

Australia's Home Affairs says you should not rely on work to support yourself, which is good advice everywhere. Via Nova does not arrange jobs.
