You can study in Germany from Pakistan without paying tuition at most public universities, but it is not completely free. You still pay a semester contribution every term, you must show €11,904 for your first year in a blocked account (the 2026 figure), and you need health insurance. One German state, Baden-Württemberg, charges non EU students €1,500 per semester, and universities in Bavaria may also charge non EU students.
Is Germany free for international students?
DAAD, Germany's official academic exchange service, says there are generally no tuition fees for bachelor's courses or most master's courses at state higher education institutions. That applies to Pakistani students as much as to Germans. There are three exceptions to know about:
- Baden-Württemberg charges non EU students €1,500 per semester for most degree programmes (not doctoral studies).
- Bavaria: DAAD says tuition fees for students from outside the EU and EEA may also apply there, with each university setting its own amount.
- Continuing education master's programmes can charge fees, and so do some other programmes. DAAD programme listings show the fee for each course.
Every student, including those on tuition free courses, pays a semester contribution. It funds student services and student government, and at some universities it includes a public transport ticket. DAAD puts it between €70 and €430 per semester, although some programme pages list more, so check each one.

Blocked account Germany amount for 2026
To get a student visa you must prove you can cover your living costs. The usual way is a blocked account (Sperrkonto), a special account you pay the full amount into before you apply.
- Amount: Make it in Germany gives at least €11,904 in 2026. The German Missions in Pakistan say the same figure, €992 a month, has applied to all visa applications since 1 January 2025.
- Older leaflets: an Embassy checklist dated October 2023 still shows €11,208. Use the current figure.
- Longer courses: the Embassy and Consulate General can ask for a blocked amount covering up to two years in particular cases.
- Provider: you can choose any provider, as long as it gives the visa section a way to verify the account.
- Alternatives: a scholarship award from a recognised provider, or a formal declaration of commitment from someone living in Germany, can replace the blocked account.
The Embassy says your signature on the account opening documents must be attested by the Embassy in Islamabad, the Consulate General in Karachi or the Honorary Consul. The Embassy's fee is €25, paid in rupees.
Health insurance in Germany
Health insurance is compulsory for everyone in Germany. For the visa, the German Missions in Pakistan ask for travel health insurance valid from your intended date of travel. Once you enrol, you need full cover. DAAD says statutory insurance costs students under 30 about €120 to €130 a month. From age 30 you pay the standard contribution, which is often much higher. Private plans exist but usually require advance payments.
Germany student visa requirements for Pakistan
Which office handles your application depends on where you live:
- German Embassy Islamabad: Islamabad Capital Territory, Punjab, Khyber Pakhtunkhwa, Gilgit Baltistan and Azad Jammu and Kashmir.
- Consulate General Karachi: Sindh and Balochistan.
Both now use the online Consular Services Portal (digital.diplo.de/studium). The steps are:
- Register on the portal and complete the questionnaire, which then lists the documents you need.
- Upload scans of your documents. Upload your previous degree certificates, transcripts and proof of any tuition payment from the start, even where the portal marks them optional, or your registration stays on hold.
- A visa officer screens your file. You then get either an appointment or a request for missing or corrected documents.
- Attend your appointment with your documents printed in the order the checklist gives, and pay the visa fee in rupees.
The Embassy's student checklist asks for an application form, a passport valid for at least one year plus three months, your admission letter, proof of language skills in the language of instruction, proof of funds, a CV, previous degrees and school certificates, and travel health insurance. The Embassy says demand still exceeds its capacity and incomplete files are processed more slowly, so apply as soon as you have your admission letter.
For certified copies of your degrees for university applications, the Legal section says no HEC cross attestation is required. In Islamabad these are by online appointment, and Karachi accepts walk ins from Monday to Thursday between 1:30 and 2:30pm. One set is free if you show proof you plan to study, such as an email from a German university.
APS certificate: the student visa pages and checklist of the German Missions in Pakistan do not ask for an APS certificate (checked October 2026). If a university asks for one, confirm in writing with its admissions office.
Study in Germany without IELTS in 2026
Most degree courses in Germany are taught in German and need proof such as TestDaF or DSH. DAAD says international programmes taught in English are exempt from the German requirement, but you must still prove your English. Make it in Germany says programmes that set a language level usually ask for B2.
There is no national rule that removes the English test. Each university decides what it accepts, and DAAD programme pages list accepted certificates such as IELTS Academic or Cambridge English, often with a note to check the course website for exemptions. Before applying for a bachelor's, check whether your Pakistani school certificate gives direct entry using the DAAD admission database. If it does not, DAAD says you often need two or three semesters of study at home or a Studienkolleg preparatory course taught in German.
Working while studying and after graduation
Make it in Germany sets the limit at 140 full days or 280 half days per year, or up to 20 hours a week. Your study residence permit is usually issued for two years and can be renewed. Plan to live on your blocked account, not on part time work.
After you graduate you can apply for a residence permit of up to 18 months to look for skilled work, and you may take any job during that time. Once you find a qualified position you can switch to a skilled worker permit or an EU Blue Card. Graduates of German universities can apply for a settlement permit after working in Germany for more than two years.

They say demand for student visas still exceeds capacity, that files are handled in the order received, and that incomplete applications are delayed.
