For study abroad, HEC attests your university degree and transcripts, IBCC attests your Matric and Intermediate certificates, and the Ministry of Foreign Affairs (MOFA) adds an apostille only when a country or university asks for one. Since 11 May 2026, HEC attestation is fully online and costs Rs 3,000 per document. Many universities and embassies do not ask for attestation at all, so check before you pay.
Do you need HEC attestation to study abroad?
Not always. Attestation is a Pakistani check that your document is real. IBCC's own guidance says whether you need it depends on the country and the institution.
Here is what the official visa pages say as of October 2026.
| Destination | What the official source says |
|---|---|
| USA | The F1 visa pages do not list attestation. The US Embassy in Pakistan says it cannot certify true copies. USEFP says HEC attested documents are preferable for a Fulbright application |
| UK | GOV.UK lists your passport and CAS as the documents you must provide. Caseworker guidance asks for certified translations of documents not in English, and does not mention attestation |
| Canada | IRCC's study permit document list has no attestation item |
| Australia | Home Affairs asks you to scan the original document and give English translations. It does not mention attestation |
| Germany | The German Missions certify copies of your degrees with no HEC cross attestation required. The uni-assist Pakistan page asks for HEC attestation stamps |
| Ireland | Irish Immigration asks for original documents and certified translations. It does not mention attestation |
Universities set their own rules, and many US universities ask for a credential evaluation by a service such as WES, whose 2021 guidance tells applicants from HEC recognised institutions to send documents through HEC. So even when the visa does not need attestation, your admission might.
For Canada, this is general information only. Personalised Canadian immigration advice is given through Via Nova's licensed RCIC partner, a regulated Canadian immigration consultant.
Some other countries are stricter. The Italian Embassy in Islamabad, for example, says educational documents for a study visa must be apostilled and translated into Italian.
What does HEC attest?
HEC attests documents from Pakistani degree awarding institutions:
- your degree;
- transcripts, result cards or detailed marks certificates, even before your final degree is issued;
- a provisional certificate, only if your university's examination office issued it;
- an HEC equivalence letter.
Levels covered include bachelor's degrees of 14, 15 or 16 years, master's degrees, MS and MPhil, PhD and associate degrees. If you have a 2 year degree, read our guide on whether a 14 year bachelor's is accepted for a master's abroad before you plan anything.
HEC does not attest:
- foreign degrees (only the HEC equivalence letter for them);
- Matric and Intermediate certificates, which go to IBCC;
- photocopies.
Before you apply, note these rules:
- your CNIC and document details must match, or HEC will not start;
- MS or MPhil programmes launched after 7 November 2013 need an HEC issued NOC;
- for a PhD, your name must appear in HEC's PhD Country Directory;
- medical and nursing graduates upload their PMDC or PNMC registration card.
How does HEC attestation work online in 2026?
HEC's notification of 11 May 2026 says you no longer visit HEC or send original documents. The steps on the HEC e-services portal are:
- Sign up on eservices.hec.gov.pk and choose Degree Attestation from the dashboard.
- Enter personal details, then your degree details: level, duration, title, campus, session and roll number.
- Select the documents you want attested. The system calculates the fee.
- Upload clear PDF scans of your CNIC, front and back, and each document, plus a passport size photo on a plain blue or white background.
- Check and confirm the details and the undertaking.
- Pay through 1-Link (1-Bill). Clicking Proceed for Payment gives you a consumer number to pay through online banking. Then click Verify Payment and the application goes to HEC.
HEC then checks your details with NADRA, sends your case to your university for verification and does a final review. When approved, you are told by SMS and email and you download the e-Attestation Certificate from the portal.
A few practical points:
- Fee: Rs 3,000 per document, whether degree, transcript, provisional certificate or equivalence letter. It is not refunded or transferred if you select the wrong document.
- Timing: HEC does not publish a processing time for the new system. Apply as soon as your final documents are in hand.
- Old stamps: attestations HEC made before the e-Attestation Certificate launched remain valid.
- Verification: a university or employer can check your attestation online at hec.gov.pk/site/verification using your CNIC or passport number and the reference number.
APP reports that HEC and MOFA signed an agreement on 12 October 2026 for digital verification of degrees, with no start date yet.
How do you get Matric and Intermediate attested by IBCC?
IBCC, now the Inter Boards Coordination Commission under the IBCC Act 2023, attests SSC and HSSC certificates, and O and A levels once it has issued an equivalence.
Board verification comes first. IBCC's rules say your certificate must be verified by the issuing board before you submit it. To attest an HSSC certificate, you also need a copy of your SSC. Documents attested before 2010 need fresh board verification. IBCC does not attest provisional, migration or character certificates.
Apply online at attest.ibcc.edu.pk and choose one of three modes:
- Appointment (morning) at Islamabad, Lahore, Karachi, Bahawalpur, Quetta or Peshawar;
- Courier, accepted only at the IBCC Secretariat in Islamabad and the regional office in Karachi, with returns to Pakistani addresses;
- Express (evening), at the IBCC Secretariat in Islamabad; check the portal for any other office.
| IBCC service | Official fee |
|---|---|
| Original certificate or DMC | Rs 1,200 each |
| Photocopy (valid for one year) | Rs 600 each |
| Sealed envelope of attested photocopies | Rs 400 |
| Courier charges (optional) | Rs 300 |
| Express, original document | Rs 3,000 each |
| Express, photocopy | Rs 1,500 each |
| Equivalence of a foreign qualification | Rs 6,000 each |
| Urgent O or A level equivalence | Rs 12,000 each |
IBCC gives 10 or 15 working days for courier cases on different pages, so allow 15. Equivalence certificates take 15 to 20 working days. IBCC attestation carries a QR code and is valid for life unless the document is cancelled. On request, IBCC seals attested photocopies for WES.
An IBCC equivalence states your O and A level results in Pakistani Matric and Intermediate terms. If a university abroad assesses your Cambridge results directly, ask whether it needs IBCC at all.
How does the MOFA apostille work now?
Pakistan acceded to the Hague Apostille Convention on 8 July 2022, and it entered into force for Pakistan on 9 March 2023. An apostille is a single MOFA certificate that other member countries accept without embassy legalisation.
Since 27 July 2026, registration is compulsory. MOFA's notice says apostille services are no longer provided without prior online registration, and applications not submitted online are not accepted. The steps are:
- Create an account at apostille.mofa.gov.pk and attach both sides of your CNIC.
- Create an application and attach your documents.
- Wait for approval by email, then pay the challan you receive online, through easypaisa or at a bank.
- Visit your chosen office on the date and time given: Islamabad, Lahore, Karachi, Peshawar, Quetta or Gujrat.
Authorised courier companies can also submit for you, at their own extra charge.
Attest first, then apostille. MOFA's checklist says university degrees should be attested by HEC, and board certificates countersigned by IBCC, before they come to MOFA.
Fee: Rs 3,000 per personal or educational document, effective 8 July 2024. Ordinary MOFA attestation, still used for countries outside the apostille system, has no fee, only revenue stamps.
Germany is an exception. Germany, Austria, the Netherlands, Greece, the Czech Republic, Poland, Finland and Denmark objected to Pakistan's accession, so the Convention does not operate between Pakistan and those countries. For German university applications, use the certified copies service of the German Missions instead. Our guide to German student visa appointments from Pakistan covers the visa file.
In what order should you get documents attested?
- Ask first. Get the document list from your university, scholarship body and embassy checklist.
- Board verification, then IBCC for Matric and Intermediate, if asked.
- HEC for your degree and transcripts, if asked.
- MOFA apostille, only if the country or institution asks for it.
- Certified translation of anything not in English, for example an Urdu document.
A hypothetical example: say a student needs her BS degree and transcript attested by HEC (Rs 6,000) and Matric and Intermediate by IBCC (Rs 2,400). If her university also wants all four apostilled, add Rs 12,000, so official fees total Rs 20,400. If no one asks for attestation, she spends nothing.
Via Nova's counsellors check each university's document list so you attest only what is needed. See our student visa service, or the UK student visa requirements for Pakistan for a full UK checklist. Frequently asked questions
What is the HEC degree attestation fee in 2026?
HEC charges Rs 3,000 per document, whether it is a degree, transcript, provisional certificate or equivalence letter. You pay online through 1-Link (1-Bill) after selecting your documents, and the fee is not refunded if you choose the wrong one. The News reported in May 2026 that this replaced the earlier Rs 1,000 fee.
Can I get HEC attestation without visiting the office?
Yes. Since 11 May 2026, HEC attestation is fully online. You upload scans of your CNIC and documents on the HEC e-services portal, pay through 1-Link, and download an e-Attestation Certificate. You no longer visit HEC or send originals, and earlier attestations remain valid.
How long does HEC attestation take?
HEC has not published a processing time for the new online system. After you apply, HEC checks your details with NADRA and sends your case to your university for verification, so the time partly depends on your university. Apply as soon as you have your final documents.
Is HEC attestation required for a UK student visa?
GOV.UK lists your passport and CAS as the documents you must provide, and the caseworker guidance does not mention attestation. Some UK universities may still ask for attested documents during admission, so check your offer letter.
Do I need a MOFA apostille to study abroad?
Only if your destination country or institution asks for one. Italy's embassy in Islamabad, for example, requires apostilled educational documents. Germany objected to Pakistan's accession, so apostilles do not operate between the two countries. Since 27 July 2026, MOFA apostilles need prior online registration, at Rs 3,000 per educational document.
Is IBCC attestation required for O and A levels?
IBCC attests O and A level results after it issues an equivalence certificate, which costs Rs 6,000 each, or Rs 12,000 for urgent O or A level cases. Equivalence states your results in Pakistani Matric and Intermediate terms. If a university abroad assesses your Cambridge results directly, ask whether IBCC attestation is needed at all.
