To choose a study visa consultant in Lahore, check three things before you pay: who they are (a registered business with an office you can visit), what they will do (a written scope, fees and refund terms), and what they refuse to do (promise a visa or touch your documents). The best consultant is not the one with the boldest claims. It is the one who puts everything in writing.
What does a good study visa consultant actually do?
A consultant's job is to help you make a sound choice and present an honest, complete application. In practice that means:
- assessing your profile honestly, including telling you when a country or course is a poor fit;
- shortlisting universities that match your grades, budget and goals;
- explaining the official requirements for your visa, with links to the official sources;
- checking your documents for gaps and inconsistencies;
- preparing you for interviews, such as the F1 visa interview for the USA;
- telling you clearly what they charge, and what the university or government charges separately.
And what a good consultant does not do:
- decide your visa. Only the embassy or immigration authority does that. Canada's immigration department states that using a representative will not guarantee approval.
- create, edit or "arrange" documents for your file.
- write statements or sign forms as if they were you.
- hold your passport or original degrees without giving you a signed receipt.
Red flags: when to walk away
"Visa guaranteed" or "100% success rate"
No consultant controls a visa decision, so a guarantee is either misleading or a sign of something you should not be part of. Treat success rate claims the same way: ask how the figure was calculated, for which countries and years. If you cannot verify the answer, ignore the number.
Asking you to hide or change documents
If a consultant suggests leaving out a past refusal, changing dates on a transcript or "adjusting" an experience letter, leave. Under US law, anyone who uses fraud or willful misrepresentation to get a visa becomes ineligible for one (INA section 212(a)(6)(C)(i)). The UK also refuses applications that rely on false documents, as our guide to UK student visa refusal reasons explains. The consequences fall on you, not on the consultant.
Fake or "arranged" bank statements
Money parked in your account for a few weeks, a statement from a bank that cannot be verified, or a sponsor you have never met are all warning signs. Visa officers look at where the money came from and whether it is really available, not just the closing balance. Our guide to the bank statement for a US student visa shows what genuine evidence looks like.
A job promised with your study visa
A study visa is for study, and work rights on a student visa are limited and set by each country. A consultant who sells a guaranteed job abroad as part of a study package is promising something they cannot deliver. In Pakistan, recruiting people for jobs abroad is only allowed through a licensed overseas employment promoter (see below).
Pressure and secrecy
"Seats close today", "pay now and we will tell you the university later", or refusing to let you contact the university yourself. A genuine offer letter can always be confirmed directly with the university's admissions office.
Taking your passport or originals without a receipt
You may need to show original documents, but you should always get a signed receipt listing each one. In a September 2026 warning about fake overseas job offers, the BEOE told applicants not to leave their passports with trade test centres, to get receipts for every payment and to avoid paying into personal bank accounts or mobile wallets. The same rules protect you with any agent.
No written agreement
If nothing is in writing, there is nothing to hold anyone to. Do not accept verbal promises about fees, refunds or results.
What should I ask a consultant before paying?
Get the answers in writing, ideally in the agreement itself.
- What exactly is included? For example: university shortlisting, applications, statement of purpose review, visa file check, interview preparation and a pre departure briefing.
- What is not included? University application fees, visa fees, the US SEVIS fee and the UK health surcharge are paid to the university or government, not to the consultant. Ask which ones you will pay directly.
- What are the refund terms? Ask what happens if a university refuses you, if a visa is refused, or if you change your mind.
- Who will handle my file? Get the counsellor's name, and ask who covers when they are away.
- Is the business registered? Ask for the registered company name or NTN, so you can check it.
- Where is the office? You want an address you can visit, not only a WhatsApp number.
- Do you receive commission from universities? Universities often pay recruitment agents a commission. That is legal, but it is fair to ask, because it can shape which universities you are shown.
How to check a consultant in Pakistan
Business registration: SECP and FBR
As of October 2026, we could find no Pakistani licence that applies specifically to study abroad consultants. That makes ordinary business checks more important.
- SECP. If the consultant says it is a company, ask for its exact registered name and search it on SECP's eServices portal. The name should match the agreement and your receipts.
- FBR. A sole proprietor or partnership will not appear on SECP's company register. Ask for the NTN instead and check it on FBR's online verification portal.
Registration does not prove good advice. It does prove there is a real, accountable business behind the name.
Jobs abroad: the BEOE licence
Under the Emigration Ordinance 1979, anyone who wants to recruit people to emigrate for work must apply for a licence, and someone who is not a licensed overseas employment promoter (OEP) commits an offence by taking money for a foreign job. The BEOE publishes the list of licensed OEPs on beoe.gov.pk. A study consultant that sells jobs or work visas without an OEP licence is a serious red flag.
UK: the Agent Quality Framework and British Council training
The UK Agent Quality Framework (AQF) sets the standards by which UK universities and colleges are expected to manage the agents they use, and it applies to every licensed student sponsor that works with agents. The British Council runs training for agents and counsellors and keeps a searchable database of counsellors who passed its assessments. The certificate lasts two years and belongs to an individual, not a company, and the British Council says it does not endorse or accredit agents. So ask for your counsellor's own name and check it.
Australia: QEAC training and agent records
Australia's Education Agent Training Course leads to the title Qualified Education Agent Counsellor (QEAC), and ICEF Academy keeps a searchable directory of graduates. Since 1 April 2026, Australian providers must record the commissions they pay agents in PRISMS, the government system for international student enrolments, and may not pay commission for students who transfer from another provider. Ask your university to confirm in writing which agent, if any, is recorded against your enrolment.
Canada: only licensed representatives can charge
Anyone who gives Canadian immigration or citizenship advice for a fee must be a licensee of the College of Immigration and Citizenship Consultants, a member of a Canadian law society, or a member of the Chambre des notaires du Québec. The College says this applies to consultants working outside Canada too. Search its public register at college-ic.ca by name before you pay. IRCC warns that if you use a paid representative who is not authorized, it may return or refuse your application.
How do I report a fake visa agent in Pakistan?
If someone took your money for a visa or a job abroad and disappeared, or gave you forged documents:
- file a complaint on the FIA's online complaint portal, complaint.fia.gov.pk, or email complaints@fia.gov.pk;
- call the FIA helpline on 1991 or 051 111 345 786;
- keep every receipt, agreement, chat and bank transfer record, because the FIA verifies complaints and evidence before opening an inquiry;
- for a Canadian immigration consultant, you can also complain to the College of Immigration and Citizenship Consultants.

Frequently asked questions
How do I find the best study visa consultants in Lahore?
Ignore rankings and big promises, and test each consultant the same way. Visit the office, ask who will handle your file, and ask for a written agreement with the scope, fees and refund terms. Check the SECP company or NTN. A good consultant explains your risks honestly and never guarantees a visa.
How can I check if a visa consultant is genuine in Pakistan?
Ask for the registered company name or NTN and check it on SECP's eServices portal or FBR's online verification portal. For UK agents, search the British Council's database of trained counsellors. For Canadian immigration advice, search the College of Immigration and Citizenship Consultants register. For any job offer abroad, check the BEOE list of licensed overseas employment promoters.
Can a consultant guarantee a student visa?
No. Only the embassy or immigration authority decides a visa, and no consultant or agent can control that decision. Canada's immigration department says using a representative does not guarantee approval. A guarantee, or a refund promise tied to "guaranteed" success, is a reason to walk away rather than a reason to sign.
Do study visa consultants get commission from universities?
Often, yes. Agent commission is a normal part of international recruitment, and Australia now regulates it: its institutions must record commissions in PRISMS and cannot pay commission for students who transfer between providers. Ask your consultant openly whether they are paid by the universities they suggest, and ask to see options that fit you best.
What should I do if a visa agent took my money?
Collect your receipts, agreement, chats and bank records, then file a complaint on the FIA portal at complaint.fia.gov.pk, email complaints@fia.gov.pk or call 1991. If it involves Canadian immigration advice, you can also complain to the College of Immigration and Citizenship Consultants.
