Study in Canada without IELTS: study visa guide for Pakistanis

Canada study visa without IELTS in 2026: what IRCC asks, which colleges accept Duolingo, PTE or CAEL, MOI letters, and the test you need for a PGWP.

Yes, Pakistani students can study in Canada without IELTS. As of October 2026, IRCC sets no language test for a study permit, Canada's study visa, since the Student Direct Stream closed on 8 November 2024. Your college or university decides what English proof it accepts, and many accept Duolingo, PTE Academic, TOEFL iBT or CAEL. The catch comes later: a post graduation work permit needs an IRCC approved test.

Does Canada need IELTS for a study visa in 2026?

No, not for the permit itself. IRCC's list of who can apply for a study permit asks you to be enrolled at a designated learning institution (DLI), to prove you can pay tuition, living costs and return travel, to have no criminal record, to be in good health, and to satisfy an officer that you will leave Canada when your permit ends. It names no English test. IRCC's document list, updated 6 October 2026, also does not ask for language results.

Until 8 November 2024, many Pakistani students used the Student Direct Stream (SDS), a faster route that did require a test score. IRCC ended it at 2 pm Eastern time that day, and every application since then is a regular study permit application. So a page that still says IELTS is compulsory for a Canada study visa is describing a stream that no longer exists.

Your English is still checked, just by someone else. IRCC says each school sets its own admission rules, including the level of English or French you need to be accepted. No acceptance letter means no study permit.

Which Canadian colleges accept Duolingo, PTE or CAEL?

Most of them, but the scores differ by level. These minimums come from each institution's own English requirements page, checked on 14 October 2026:

InstitutionDuolingoPTE AcademicCAELOther route
Seneca Polytechnic, Ontario105 to 110 (diploma), 120 to 125 (graduate certificate, master's)58 (diploma), 60 (master's)60 (diploma), 70 (master's)English Language Institute programme

University of Toronto120, with 120 in Production6570Waiver only for study in countries where English is the dominant language

Three things to notice. Postgraduate programmes need noticeably higher scores than diplomas. Some programmes refuse Duolingo even where the college accepts it, such as Pharmacy Technician at Conestoga and Humber. And TOEFL iBT moved to a new 1 to 6 scale in January 2026, so check which scale a page quotes before you compare.

Will an MOI letter work instead of IELTS for Canada?

Sometimes, and it depends entirely on how the institution words its waiver. A medium of instruction (MOI) letter is an official letter from your university confirming you were taught in English. Canadian waivers come in two types:

Institution based waivers, which look at your school or university, not your country. These can work for Pakistani students:

  • Fanshawe College waives the test for a credential of at least two years from an accredited higher education institution, completed within the last two consecutive years, where the language of instruction was English.
  • Centennial College accepts two years at a recognised secondary or post secondary institution where English is the primary language of instruction, unless a programme page says otherwise.
  • Memorial University does not require a test from graduate applicants whose degree was taught in English, and says some institutions call the proof an MOI letter.
  • University of Regina marks Pakistan as "No" at country level but lists 15 Pakistani universities it accepts, including LUMS, NED, UET Lahore, Quaid-i-Azam University, FAST, Aga Khan University and the University of the Punjab, with credit and grade conditions.

Country based waivers, which only count study in a country where English is the main language. Seneca, the University of Manitoba and the University of Toronto use this approach, and Pakistan is not on their lists, so an MOI letter from a Pakistani university will not replace a test there.

If you studied O Levels, some universities, including Toronto, York, Regina and Windsor, accept O Level English at grade B (6 under the reformed grading) for undergraduate admission. Ask your registrar or controller of examinations for an MOI letter on letterhead stating that the whole programme was taught and examined in English, and confirm with the institution before you rely on it.

Can you get conditional admission and do an English course first?

Many colleges and universities offer an English pathway: you are admitted on condition that you finish their English programme before the main course. It is a real option for a student without a score, but check the visa side first.

IRCC's instructions to officers, updated 22 December 2025, say a student who must first complete an English as a second language (ESL) course may be given a study permit only for the length of that course plus 90 days. That permit does not allow off campus work. The same instructions tell officers to consider your main programme when they assess your genuineness and funds, so your money must cover the full plan, not just the English course. You would then need a new or extended permit for the main programme.

Why can weak English still lead to a study visa refusal?

Because the officer is not testing your English, but is testing your plan. IRCC lists the common refusal reasons as no valid letter of acceptance, not enough money, a failed medical, or not convincing the officer that your main purpose is to study and that you will leave Canada at the end. A weak English profile can feed into that last reason:

  • a master's in a demanding subject with no evidence you can study in English looks like a plan that may not work;
  • a letter of explanation full of copied phrases, or one you could not explain yourself, undermines your purpose of study;
  • a conditional offer with a long English course stretches your timeline and your budget.

A good Duolingo, PTE or TOEFL score is not required, but it is evidence. Without one, your transcripts, your medium of instruction and your study plan must do more of the work. Our guide to Canada study visa refusal reasons explains how officers record their reasons.

Which test will you need after graduating in Canada?

This is where IELTS can return. Since 1 November 2024, a post graduation work permit (PGWP) application must include language results:

Programme you graduate fromMinimum level in all four skills
Bachelor's, master's, doctoral or other university programmeCLB 7 in English or NCLC 7 in French
College, polytechnic or other non university programmeCLB 5 in English or NCLC 5 in French

IRCC accepts only these tests for the PGWP: CELPIP General, IELTS General Training, PTE Core, TEF Canada and TCF Canada. The results must be under 2 years old when you apply, and IRCC says tests should be taken in person. Tests not on that list, such as IELTS Academic, PTE Academic, TOEFL and Duolingo, do not count for the PGWP, even if your college accepted them for admission.

So a student who skips IELTS for admission will usually take an IRCC approved test before graduating. If you know you want to work in Canada after your course, it can make sense to plan for IELTS General Training, CELPIP or PTE Core from the start.

Which test should you take if you need one?

  1. You only want admission to a college: the Duolingo English Test, taken online at home, is accepted by many Ontario colleges. Check that your exact programme accepts it.
  2. You want a university master's: PTE Academic or TOEFL iBT is the safer choice, since every university in the table above lists both, while Dalhousie's graduate list excludes Duolingo.
  3. You plan to work in Canada after graduating: consider IELTS General Training, CELPIP General or PTE Core, because only these (or a French test) count for the PGWP. Admissions may not accept them, so you may need two tests at different times.

Our English test preparation classes cover IELTS, PTE and Duolingo, and our guide to a study visa without IELTS compares Canada with the UK, USA, Australia, Germany and Ireland.

Frequently asked questions

Can I get a Canada study visa without IELTS from Pakistan?

Yes. As of October 2026, IRCC does not require a language test for a study permit. You need a letter of acceptance from a designated learning institution, and that institution decides what English proof to accept, such as Duolingo, PTE Academic, TOEFL iBT, CAEL, its own test or an English medium waiver.

Which Canadian colleges accept Duolingo?

Many Ontario colleges do, including Seneca Polytechnic (105 to 110 for diplomas), Humber Polytechnic (105), Conestoga College (110) and Fanshawe College (105), with higher scores for graduate certificates. Some programmes, such as Pharmacy Technician at Conestoga and Humber, do not accept it, so check your exact programme.

Is PTE accepted for a Canada study permit?

PTE Academic is accepted for admission by many colleges and universities, which is what matters for the study permit. It is not accepted for a post graduation work permit. For that, IRCC accepts PTE Core, along with CELPIP General, IELTS General Training, TEF Canada and TCF Canada.

Is an MOI letter accepted in Canada?

At some institutions. Fanshawe and Centennial accept recent English medium study without naming countries, Memorial accepts an MOI letter from graduate applicants, and Regina lists 15 named Pakistani universities. Seneca, Manitoba and the University of Toronto accept waivers only for study in English speaking countries, which excludes Pakistan.

Do I need IELTS for a PGWP in Canada?

You need an approved test, not necessarily IELTS. For PGWP applications made on or after 1 November 2024, IRCC accepts CELPIP General, IELTS General Training, PTE Core, TEF Canada or TCF Canada, taken in person and under 2 years old. University graduates need CLB 7 and college graduates CLB 5 in all four skills.
