Yes, you can get a study visa without IELTS from Pakistan, but rarely without any proof of English. As of October 2026, the USA and Canada leave English to your university, UK universities can assess English themselves for degree courses, Germany accepts the proof your university accepted, and Ireland accepts several tests, including Duolingo. Australia is the strictest: most Pakistani students need an approved test score for the visa itself.

Which country gives a study visa without IELTS?

The key question is who checks your English: the visa office or the university. Where the university decides, you have more options.

USANoYour universityAccepted by many universitiesSome universities, mostly for master's
UKOnly below degree level (SELT)Your university, for degree level coursesOnly where the university accepts it, at degree levelSome universities, often limited to named Pakistani universities

The pattern is simple. "Without IELTS" usually means one of three things: a different test, a waiver based on an English medium degree, or an English course before your degree. It rarely means no English evidence at all.

Can you get a USA study visa without IELTS?

Yes. The State Department's Foreign Affairs Manual says a student must show English ability only if the admitting school requires it. Your university decides which proof it accepts and records the result on your Form I-20. Many accept Duolingo, TOEFL iBT or PTE Academic, and some waive tests for an English medium bachelor's. The interview is in English, though, and the officer can check your English if your I-20 says it is required. Our guide to studying in the USA without IELTS lists named universities, their scores and their waiver rules.

Can you get a UK study visa without IELTS?

For a degree, often yes. GOV.UK sets CEFR B2 for degree level study, and a higher education provider can assess your English itself at that level. Common methods are an MOI letter, Intermediate English marks or the university's own interview.

Below degree level, there is no waiver. Foundation years and other courses below degree level need a Secure English Language Test (SELT) at B1. Outside the UK the approved providers are the IELTS SELT Consortium, Pearson, LANGUAGECERT and PSI (Skills for English UKVI). You can avoid IELTS, but not a test.

Pakistani nationals are not exempt. Our guide to studying in the UK without IELTS compares six universities' Pakistan policies.

Does Canada give a study permit without IELTS?

Canada does not set a language test for the study permit itself. Your college or university sets its own English tests, scores and waivers.

The catch comes after graduation. Since 1 November 2024, post graduation work permit (PGWP) applicants need a language test result: CLB 7 for university graduates and CLB 5 for college graduates. McGill University's guidance lists the accepted tests as CELPIP General, IELTS General Training and PTE Core for English, and TEF Canada and TCF Canada for French. IELTS Academic and Duolingo are not on that list.

So a study permit without IELTS today can still mean a test later. Personalised Canadian immigration advice is given through Via Nova's licensed RCIC partner, a regulated Canadian immigration consultant.

Is IELTS required for an Australian study visa?

In most cases, yes, or an approved alternative. The Home Affairs exemptions for the Student visa (subclass 500) cover UK, US, Canadian, New Zealand and Irish passport holders, some sponsored students, certain course types, and at least 5 years of study in English in a short list of countries that does not include Pakistan.

These are the minimum scores for tests taken on or after 7 August 2025, for a course without an English course attached:

TestMinimum scoreWith at least 10 weeks of ELICOSWith at least 20 weeks of ELICOS
IELTS Academic6.05.55.0
PTE Academic473931
TOEFL iBT675137
LANGUAGECERT Academic615446

ELICOS is an English course packaged before your main course. Three rules catch students out:

  • No at home tests. Home Affairs does not accept tests delivered entirely online, such as IELTS Online or TOEFL iBT Home Edition.
  • TOEFL registration. From 21 January 2026, you must select "Taking TOEFL for Australia" when you register.
  • Duolingo does not count. It is not on the Home Affairs list, even if your university accepts it for admission.

So for Australia, avoiding IELTS means taking PTE Academic, TOEFL iBT or another listed test.

What do Germany and Ireland ask for?

Germany. The student visa checklist from the German Missions in Pakistan asks for confirmation of sufficient language skills in the language of instruction. For an English taught degree, that is the English proof your university accepted, and each university decides. In our master's in Germany in English guide, Bonn says Pakistani applicants need a test certificate even if their whole bachelor's was in English, while TUM accepts proof of at least 50% English taught study for one programme.

Ireland. Irish Immigration Service Delivery asks study visa applicants to show they can do their course through English, and to submit a certificate from the test provider. Its list is wider than most. For degree level courses the visa minimums include Duolingo 75, IELTS Academic 5.0, PTE Academic 30, TOEFL iBT 61 (Home Edition included) and LanguageCert Academic 60. The certificate must be issued within 2 years of your course start date. These are visa minimums only, and your college will usually ask for more. An MOI letter is not on the list.

Will an MOI letter work instead of IELTS?

A medium of instruction (MOI) letter is an official letter from your university confirming that your degree was taught in English. It can help for a master's in the USA, UK, Canada and Germany, but only where the university accepts it. It is not listed as visa evidence for Australia or Ireland.

Where it is accepted, the conditions are strict. Several UK universities accept MOI only from named Pakistani universities such as NUST, LUMS or COMSATS, only for degrees finished in the last 3 to 10 years, and sometimes only for a full 4 year bachelor's. The letter should come from your registrar or controller of examinations and say the whole programme was taught and examined in English.

For a bachelor's straight after FSc or A levels, most universities still ask for a test score, though some UK universities accept Intermediate English marks instead.

Which countries accept Duolingo for a study visa?

Only Ireland lists Duolingo for the visa itself. Elsewhere, it works only if your university accepts it:

  • USA: yes, if your university accepts it and issues your I-20.
  • UK: only at degree level, as part of the university's own assessment. It is not a SELT.
  • Canada: if your institution accepts it, but not for a PGWP later.
  • Australia: no.
  • Germany: if your university accepts it for an English taught programme.
  • Ireland: yes, 75 for degree courses, though your college may ask for more.

Which test should you take if you need one?

If you need a test, choose one that covers every option on your list:

  1. Australia on your list: PTE Academic, IELTS Academic or TOEFL iBT, at a test centre.
  2. UK foundation year: a SELT, such as IELTS for UKVI or PTE Academic UKVI.
  3. USA, Canada or Ireland, where every university accepts Duolingo: the Duolingo English Test, taken at home.
  4. Canada with plans to work after graduating: expect CELPIP General, IELTS General Training or PTE Core for the PGWP.

Our English test preparation classes cover IELTS, PTE Academic, TOEFL iBT and Duolingo, and our counsellors can tell you which one fits your list before you book.

Frequently asked questions

Which country gives a study visa without IELTS for Pakistani students?

The USA and Canada do not require any English test for the visa or study permit itself, and the UK lets universities assess English at degree level. Germany accepts the proof your university accepted, and Ireland accepts Duolingo as well as IELTS. Australia usually needs an approved test score, and Duolingo is not on its list.

Is Duolingo accepted for a study visa?

For Ireland, yes: Irish Immigration accepts Duolingo 75 for degree courses. In the USA and Canada it works if your university accepts it, because the visa names no test. It is not a UK SELT, Australia does not accept it for the Student visa, and it does not count for a Canadian PGWP.

Can I study abroad with an MOI letter from Pakistan?

Sometimes, mostly for a master's. Several UK, US and German universities consider MOI letters from Pakistani applicants, often only from named universities and within a time limit. An MOI letter is not listed as visa evidence for Australia or Ireland, and it does not replace a SELT for UK courses below degree level.

Is PTE accepted instead of IELTS?

Often, yes. PTE Academic is on the Australian Student visa list (minimum 47 for tests from 7 August 2025) and the Irish visa list, and PTE Academic UKVI is an approved UK SELT. Many universities accept it for admission too. Check every university on your list before you book.

Do I need IELTS for a Canada study permit?

Not for the study permit itself, as of October 2026. Your college or university decides what English proof it accepts. If you plan to apply for a post graduation work permit, you will need CELPIP General, IELTS General Training, PTE Core, TEF Canada or TCF Canada results at that stage, at CLB 7 for university graduates.
